Brian Coghlan, P.E., CFM

Brian began working full-time at Bird+Bull in 1994 and became a registered Professional Engineer in 1999. Working with his highly trained team of engineers and technicians, Brian focuses on even the smallest of details in order to achieve project success. With more than 25 years in the industry, Brian has experience in a wide range of public works projects including water, sanitary, roadway, stormwater, and other specialties. Brian prides himself on working with clients to find solutions that are practical, logical, and cost effective while still maintaining the integrity of the projects. By working closely with clients, Brian helps provide definition and direction to the project and ensures that the client’s goals and objectives are met. Managing the firm with integrity and designing projects with a high degree of technical accuracy is at the forefront of Brian’s demands for himself and for Bird+Bull.
Andrew Gardner, P.E., CPESC, LEED-AP
Vice President, Director of Private Development
Andrew joined Bird+Bull in 2000 and became a registered Professional Engineer in 2003. As the Director of Private Development, Andrew provides leadership to a skilled team that handles all of the planning and technical aspects associated with private development projects. Andrew’s work covers a broad spectrum of development projects including commercial, retail, single-family residential, multi-family, educational, institutional, medical campus, and medical office sites. One of Andrew’s strongest attributes is identifying sensible solutions to challenging problems that arise during the course of a project.
Jay R. Miller, P.S.
Director of Surveying Services, Technical Director
Jay became a Bird+Bull team member in 1997 and earned his license as a registered Professional Surveyor in 2000. Spending many years in both the field and in the office, Jay has gained valuable trade skills and technical skills throughout his career. As the Director of Surveying Services, Jay manages and coordinates an established team of professional surveyors and survey technicians that collect and process topographic field and utility data, provide construction layout services, prepare legal descriptions for properties, prepare easements and right of ways, prepare plats, prepare mortgage surveys, and prepare ALTA/ACSM Land Title Surveys. Frequent and effective communication with clients, contractors, property owners, field personnel, and the design team is a notable character trait of Jay’s that he handles with care, respect, and diligence. By addressing potential issues and conflicts during the early phases of planning and construction, Jay minimizes expenses, frustration, and effort associated with a project. In 2019, Jay was named Technical Director of Bird+Bull due to his management skills and extensive knowledge of data collection, field equipment, CAD/GIS software, and other applications.
